Spacing of Measures in a score.
If I have a score and it is 16 measures long how can I quickly get all the measures the same size without using shift and the brackets to make each measure a different size.

Use System Breaks (end of line) and Page Breaks (end of page). Both can be found in the Layout palette.

"how can I quickly get all the measures the same size without using shift and the brackets to make each measure a different size".
Musescore automatically adjusts the sizes of measures to accommodate their (differing) contents. A measure containing just one whole note should be shorter than one that contains 16 sixteenths for example. Generally, measures are different sizes because they contain different things. Thus, one way to make them the same size is to put the same music in each measure; but that may prove a bit boring for a listener.
Do you have a special reason to want the measures to all be the same size?
