Old style key signatures
I was wondering, like in the manuscript provided, how I might ass a key signature that has two F-sharps in line in the key signature. The best I can get in the key creator is them being offset, not vertically aligned.
I'm just looking for a way to transcribe this in the notation that Telemann used.

You could go the long route. Put a 2 sharp sig. in one measure and a 1 sharp in the next. Select the 1 sharp and go to properties>appearance. Use Offset (down) and Leading space (left) to move it under the the upper F#. There may be a way to take an image of it and reuse it. Not sure it's worth the trouble.
You can do this with a custom key signature. You'll need to create one for treble and one for base and apply base as a local key signature (the creation process doesn't understand clefs).

I did this with Musescore Evolution 3.7, perhaps it's different in Musescore 4.

As the OP says, they don't line up in the MU4 key creator.
