Spacer problem

I am trying to adjust the space between the second and third staves so that the spacing will be equal. I have tried to use the spacer arrows from the Palette/Layout menu. I can make the arrows go up and down, but that doesn't seem to adjust the space between those two staves. I'm sure I'm making a very simple mistake, but can't figure it out. Please help.

From the Layout palette, use a "Staff spacer fixed down". See attached score.

Thanks, Daniel. It worked. I was using the wrong spacer tool.
