But this would still be nice to have the eleventh at all. Or the fourth I guess.

Current behaviour is:
literal interpretation -> contains 11th
jazz interpretation -> contains 9th
I'd say it's decent, though in jazz V13 does often mean that the 9th (whether it's major or minor and whether it's played) is left to the musician's preference.
