Slurs on Multiple Voices

I'm trying to write a split part in two different voices, with some overlapping notes in between. However, on these overlapping notes, it seems that voice two has taken the priority, and I can't place a slur on the voice one notes. Is there a way to only select the voice one notes within the measure?
