Volta Repeat not working

How do I make the first volta repeat the song twice (total play through = 3 times) and then end the third time with the second volta (to the end of the song). I am also uploading a file of the song to show how I have it annotated as of now. I am not sure where I am going wrong. I made 1, 2 repeat list for volta 1 and then 3 repeat list for volta 2. Any help?
