I have the Musescore One subscription. Why can't I download 90% of the scores?

A few months ago I started to notice there were pro uploads, now I had the downgraded subscription until almost every track I looked up was a pro upload or some other reason to not download. So then I upgraded hoping I could download them and still can't. Is this permanent?
