I just created a test file in MS4.2.1:
MS4_2_1 chord symbols for import to MS3_7.mscz
On importing the attached score to MS 3.7 the chord symbols play fine.
Maybe check to see if the chord symbols were entered as text in the source score?

When you click on the chord symbols in your MS4 score:
a) do they play?
b) does the Chord Symbol area appear in the Properties panel?
If you only see Text in the Properties panel then the chords were not entered as Chord Symbols.

You are correct, they do appear as text only in the Properties panel.
However, there are Roman Numeral progression chords on the score as well , that show as chords and the play box is ticked, but they don't play. Are those supposed to be playable?

Turns out the Roman numbers in your score are indeed chord symbol objects, but as Jojo said, chord symbols only play if they contain a valid textual chord nomenclature. And as you said, they play only when the Play property is checked in the Properties panel, and when the relevant mixer track is not muted.
I do hope that someday MuseScore will recognize Roman chord nomenclature.
