Multi measure rests

I press M to make multi measure rests but it only makes them at the end of my score after all the notes in the extra measures. For example. If I have 30 bars, 20 bars of drums and 10 bars of piano at the same with 10 extra measures at the end and I try and make multi measure rests it will only do it at the very end in the extra measures
