How write How write notes that appear smaller than the normal/standard notes in a score.
Please, I want to know how to write notes that appear smaller than the normal notes in a score, I've attached 2 screenshots of scores having these notes I am talking about so that you see them.

Search the Handbook for "cue notes"
Select a note (or multiple notes). Go to the Properties tab (upper left). Check the Cue size checkbox.
You can change the size of such "Cue notes" on Format / Style / Sizes / Small note size.
