Overwrite them with notes.
Or select them and make them invisible with keyboard shortcut V.
You can't delete silence (rests), other than replacing with noise (notes)
If the measure is empty, you can select the measure and hit Delete to reset t̶̶̶o̶̶̶ the ̶"̶̶̶b̶̶̶l̶̶̶a̶̶̶n̶̶̶k̶̶̶"̶̶̶ ̶̶̶w̶̶̶h̶̶̶o̶̶̶l̶̶̶e̶̶̶-̶̶̶n̶̶̶o̶̶̶t̶̶̶e̶̶̶ ̶rest.

Don't confuse whole (note) rest with whole measure rest. You get the latter with Ctrl+Shift+Del
