What procedure are you using? Seems to work for me.

I have a line in each of voice 1 & 2, treble or bass clef, 4/4 time, key of G minor.
There are 2 consecutive bars where I wish to switch the voices.
I select the 2 bars and go to tools>voices>exchange 1 & 2:
No result.
I tried a number of times including selecting a single bar and closing and rebooting MSEVO - no result.
There were only about 12 notes in all so I just rewrote them but, ..... :)
