Why can't I input a note?

Hi,
I'm very new to Musescore. I can't figure out why it won't let me put a note on the staff where the blue note is. It will let me input and click a rest when I shift to that, but otherwise I'm just clicking and nothing is happening.

You can't put a percussion note on that line. Only on the space below it. As per the drum palette in the lower left.
