How to remove automatic shifting when an element is removed
I'm not sure if this is possible, but you know when you delete a note and the page, slurs and other items moves up/down, I was wondering if there was anyway to remove that feature.

You delete a single note (?) and everything you say moves up/down? Really? It shouldn't, and it's not a specific feature of MuseScore.
Could you attach a score or an extract to illustrate what you're saying?

For example, the slur moves downwards when a note gets removed.
Also there are sometimes horizontal shifting, when I remove a note because the rests are smaller than the note, try putting 16th notes and then remove them and replace them with a full bar rest, the bar will contract in size

I'm trying to do something that requires all bars to be the same size, was wondering if there was a feature that would allow this

And finally, if required:
EDIT: As a reminder (but what if you didn't know about it?), when you start typing, you can use the "Add/Remove system breaks every X measures" function (Format menu). This makes the initial layout more airy and the input more comfortable. Bear in mind that this is only temporary.
Measures automatically adapt their size to their content.
You can enter line breaks to control the number of measures by line.
And you can enter enter a string of 1/16 invisible notes in voice 4 (or 2 or 3, any voice you don't need) to force measures' lenghts to be all identical.
But think before you do that whether it's really necessary, if you explain why you want it some advanced users here may have a better suggestion.
