Adding Ossias
I am having trouble inserting ossias by adding a second instrument. When I hide the empty measures of the second instrument and cutaway, they still occupy space on the page. How do I fix this so the empty measures are completely deleted and only the notated measure remains? Here is a screenshot attached below.

Try disabling this option (it's enabled by default):
Format > Style... > Score > Hide empty staves within systems > Don't hide empty staves in first system

That option is already disabled. When I enable hide empty staves within systems, the entire bass clef of my score disappears and the gap is still there. I've tried nearly everything to fix this. Do you have any other suggestions?

Seems to work ok for me.
Please attach your score here so that someone can look at the settings rather than just a picture showing the symptoms.

I see. I have to have each part notated otherwise the staff will disappear. Your attachment has a note in every measure, whereas mine was empty, but I still would like to figure out how to apply those settings strictly to the auxiliary instrument so that empty staves of the main instrument do not disappear.

In staff properties (accessed from the right click pop up menu) set "Hide when empty" to "Never" for both of the main staves.
