In the Mixer, is their any way to change the instrument permanently rather than having to change it every time I create a piece of music? I've looked in the handbook and don't quite understand what is being said.

It Defaults to Piano but I only play Bb Clarinet can i permanently change it to this

So, you create a score for Bb clarinet, but it shows piano instead?
Or you have a score for some other instrument, and you use Instruments chance to make it Bb clarinet. But piano shows up instead? Or what?

In the mixer I always have to change the instrument to Bb Clarinet every time I create a new score. Is there a way to permanently change it to this instrument in MuseScore 3 as its the instrument I play and do not play piano.

Why not just select the Bb clarinet?
In the mixer there is only the possibility to change the sound for special purposes, but in the staff/part properties you can change it to Bb clarinet or set it up in the score from the beginning as Bb clarinet and not as piano.
Sounds like (pun intended) that you use the Treble Clef template to create new scores. That is a Piano.
So don't use that template, but chose your instrument in the New socre wizard
Added benefit: transpositioning works too
