How can I get the lyrics to all fall a consistent distance from the staff
In the first couple of lines the lyrics rise and fall. I'm sure there's a setting somewhere to make this not happen. Help!

When left to the default settings, this doesn't happen. Did you move the lyrics manually? Did you import this file from somewhere?
In Format >Style >Lyrics you can set how far above or below the music that you want your lyrics.
To fix (or, at least, improve) things this score, right-click on a lyric, choose Select >Similar and press [Ctrl] R.

Ctrl R fixes the problem. To answer you other questions ... I'm modifying an imported file. It was in 4/4 and needed to be on 12/8 . Also had to move lyrics around to get a track students can play along to.
I do this a lot and have lived with the alignment problem for years. It might be worth elevating this to something that can be addressed through drop-down feature rather than a keyboard command.

If you move the lyrics then there is no point in "elevating" it as a "problem".
