how to smooth out final second page where MS 4.4 makes whole staff for two measures, one for six and one for four measures

I have a one and half page piece. Page 1 allocates pretty much the same number of measures staff to each line (six measures per line). But page two, which is shorter than page one. should be two lines of six measures each. But MS 4.4 puts page two as four measures in first line, six in second line and only two in a final third line. How can I make it allocate these twelve measures more evenly in two lines? As it is, the thrd line stretches six notes in third line (in two measures) the whole width of the page! But I want all 12 measures of page two in two lines (i.e., six measures per line or seven and five per line). There aren't that many notes such that it couldn't be organized with two lines rather than three ugly lines having 4, 6 and 2 measures respectively.
