On the second screen of the New score dialog, there is the option to set the INITIAL length of the score to some number of measures. In addition, you can insert (in the middle), append (at the end) or delete measures as you work in the score. Each stave must have the same number of measures. However, you can set it to hide measures when they are empty.
I don't understand what you're asking here. If you have entered notes in the wrong stave, use Ctrl+C to copy them (or Ctrl+X to cut them) and then Ctrl+V to paste them to the correct stave.
