“shift-{“ in v 4.5.0
What happened to “shift-{“ (shorten) and “shift-}” (lengthen) measures in 4.5.0? If there’s a setting to resurrect it, what is it? If one doesn’t exist, how else would I achieve that task?

I don't know whether "Stretch" is or is not included in 4.5 (I haven't upgraded yet). If it is present, it's likely on the Format menu where it has been in the past.
However, it's not really a good idea to use it except for things that simply CANNOT be done any other way. If you want to squeeze an additional measure (or more) onto a system, use the Group measures or Keep measures together (not sure how it's labeled in 4.5; it's the former in all previous version 4 subversions). If you want to make measures longer--so that fewer measures fit on a system, use a System Break (which is, I believe, on the Layouts tab that has replaced the Instruments tab in 4.5).
