Correcting Number of Measures Per System/Staff
Is there a way to change the page setup to correct incorrect measures per staff/system?

You can delete the returns (the little icon at the end of each system) and reapply them where you want them to be. Click in the measure, and tap your RETURN key.
Which version of MuseScore are you using?
Given your image, start by removing the system breaks from the 4th and 7th systems/lines (those containing only one measure, for the moment...).
