Strictly speaking, no. MuseScore cannot accept a .PDF file directly as an import file. However, the File / Import PDF option takes you to a webpage which can accept a .PDF file and try to convert it to MusicXML file, which can be opened by MuseScore.
The Import PDF webpage uses a fairly old version of Audiveris, which doesn't really do a very good job. It's better than nothing, but not by a lot. You can obtain a newer version of Audiveris and install it on your computer and have much more control over the conversion.
Alternatively, there are other applications that different regulars espouse for doing this task. Look for applications called "OMR" ("Optical Music Recognition", similar to "OCR", "Optical Character Recognition"). See https://en.wikipedia.org/wiki/Optical_music_recognition. I don't use any of them, so cannot give specific recommendations. *shrug*
