Score marks appearing twice
It appears within the staves and you can hide one of them but deleting and repasting is solving it so i guess there's a band aid for now

That's fine. I just tried it in my score and had no problem. I select where I want the item and click on it in the palette.
You might need to attach a score where this is a problem for you so we can see what is going on.

Interesting, in the main score these extra system markings (Tempo, Rehersal marks, Gradual tempo changes) can get hidden (in the Layout tab, formerly the Instruments tab), but not on the part. and hiding them in main score doesn't influence the part either.
The UI for these system markings is very new, and this problem here looks like a bug to me, file an issue on GitHub (https://github.com/musescore/MuseScore/issues/new/choose)
Probably a matter how, like from what template, you created that score
