Can this written arpeggio work?
Is there a proper way to enter this arpeggio figure in the last measure as notated and have the second note of each pitch be truly tied to the first one without getting re-articulated?
I'm guessing I have to silence the second notes and use "off time offsets" to extend the first ones?

Works out of the box in 2.0, probably not easily doable in 1.3 without a bunch of fiddling around with multiple voices, hiding notes, manually adjusting things, etc. Would be easier if you didn't need playback to work.

Ultimately, I set the second notes to velocity zero and experimented with different off-time offsets on the first notes until they appeared to end together at an appropriate time.
