For future reports, could you check the latest development code (e.g. via self-compile, or a nightly build)? Also listing the operating system is helpful.
This function ("Toggle View Mode") can get a shortcut assigned, but that shortcut then doesn't work, so it is a bug...
However: Ctrl+Alt+R does work, but Ctrl+Alt+E (which then shows as Ctrl+Alt+€) does not.
Adding both do show as "Ctrl+Alt+€; Ctrl+Alt+R", Seems the OP sees them listed as "Ctrl+Alt+€, Ctrl+Alt+R", i.e. seperated by a , rather than a ; which indicated that you'd need to press both key combos after one another, while I entered them as alternatives.
I guess maybe this has something to do with one's keyboard layout and perhaps your OS and what predefined shortcuts it uses?
For me, Ubuntu 14.04, US keyboard, I have no problems assigning Ctrl+Alt+E or any other shortcut I tried to this function. It display and works correctly. So if there is a bug, it seems limited to certain shortcut / keyboard / OS combinations.

Does Ctrl+Alt+E (or AltGr+E) produce a "Ctrl+Alt+€" for you too?
No. That's one of things that makes me say it's probably specific to a particular keyboard layout / OS.
I guessed so...
It works for me. I used O as the shortcut for toggling view and it works.
