Position of Chord Symbols
Chord symbols sometimes do not appear at the desired height above the stave. One possibility to shift them is individually by mouse. Another possibility should be to open the properties dialogue and to assign them another position. However the position indicated in the properties dialogue seems to have nothing to do with the actual position. Even the position indicated in the properties does not change if the symbol is moved by mouse. Even worse: Setting some other position in the properties dialogue may cause the chord symbol to vanish completely. Probably it is then moved somewhere outside of the sheet.

Try to describe better (step by step) what you want and what happens. Attach your score if you want.
I'm guessing you are talking about 1.3, since issues like you describe did exist in that version. It will no longer receive fixes all current effort is for the upcoming 2.0 release.
It is true, though, that the position in Text Properties is not affected by dragging. That's deliberate and correct. Text Properties gives the baselines position from which the mouse (or arrow key, or Inspector in 2.0) offsets are applied.
