Shortcuts for Plugins don't work

It is possible to set a shortcut for a plugin in Plugin Manager, but
a) using that shortcut doesn't invoke that plugin (see also http://musescore.org/en/node/49471)
b) clearing that shortcut isn't possible
c) the same shortcut can get assigned to different plugins.

While I'd like to see this fixed for 2.0, if for some reason it proves to be too big a job to do it all, b) seems the most crucial to me. Well, I guess dsimply disabling the ability to assign shortcuts would be the way to go. If it's too hard to fix for real, that is.
