Yes, this isn't a bug per se but a design limitation. It's not *useless*, just not as useful as it could be for this particular purpose. Connecting two notes is not the only use for lines, after all. but it is a comment request to someday add a line between two notes. See for example #17351: Anchoring the ends of a line to two notes.
BTW, for the second example, that would have worked if you had extended the end of the line correctly. I'm guessing you used the mouse, which changes length but not the actual anchor point. Use Shift+right-arrow to extend lines and they will have the correct length even when the layout changes.
