No, they don't belong there. A link to the plugin repository gotta be enough (and is there already), and there is the place for a description in that plugin repository.
I've removed the corresponding additions to the plugin handbook page.
The MuseScore handbook can't document every plugin on the planet, it can't document stuff it doesn't have any control over, and this also cause pain to the translators.
Could anyone with the proper access then add a filter on the plugin repository to easily allow looking for plugins compatible for either v1.3 or v2.0... as they are not compatible?

Is there any way to convert a js to a qml so I can use it in v2?
I found the js file I want (for halving the time of a group of notes) but am not able to run the plugin.
There is no automatic method. You basically have to rewrite them but can uses parts of the existing code and concept. If the plugin has a UI, this is a a major task.

I suggest all plugins for v2.0 to be added to https://musescore.org/en/handbook/plugins-0#plugins-not-installed-by-de… with a short description and link to external website.
