still lists NSIS as the packaging tool whereas what is required in reality is WiX toolset v3.8 (https://wix.codeplex.com/releases/view/115492)

Also, it would be good to mention somewhere that to get to an installer, you need to run
mingw32-make -f Makefile.mingw package
