changing time signatures within a piece deletes notes in subsequent bars

I'm working on a piece that changes meter extremely often. When I try to change a time signature within the piece, or add new bars with new time signatures, it changes (seemingly) random bars that follow later in the piece. (It doesn't seem to matter that the time signatures are not the same---for instance, I will change one bar in the middle of the song to 15/8 and all my following 5/8 bars that occur near the end of the piece automatically change back to the default 12/8.)

As a result of this unintentional meter change I lose my work since it automatically drops the notes that no longer fit into the bars.

I don't know how else to explain the problem except that it's kinda like coding in HTML without noticing the insert key on...very frustrating because you don't necessarily realize it's happened until you preview your work. Fixing it bar by bar is ridiculously time consuming...please help!!

Imported Midi File in 4/4
Want to insert 2/4 Time Sig followed by return to 4/4 and have notes shift to the right place in the bar.
When I create the 2/4 bar it chops the last two beats off the remaining bars and nothing can get them back.

Thanks. Worked it out now. So basically the work flow is:
Work through the song, beginning to end.
Select from first time sig change point to end.
Copy.
Change time Sig.
Paste.
Repeat until all time changes mapped.

Clumsy but workable.
PS Musicator was similar - had to insert blank measure, change time sig, then select all and time shift backwards to the start of the inserted bar. Directly inserting time changes messed things up royally.
