Well all plugins in directory plugins have siffix .qml. Maybe javascript is good as well, but I cen not see the plugin in the plugins manager.
(It would be nice that manager would be able to search plugins and download the ones you want and install them.)

It is not clear what you are saying here. Please describe the precise step by step instructions to reproduce the problem you are seeing. Are you saying you have copied a QML file into the Plugins folder under your personal MuseScore2 folder then run Plugins / Plugin Manager but the file you installed is not showing up? Which QML file specifically? Are you sure you are putting it in the right folder? What OS? What version of MuseScore
Thed plugin, https://musescore.org/en/project/harppedal, has not (yet?) been ported to 2.0, so that you can't see it in the plugin manager (and then enable it) is by design.
This issue might get turned into a feature request, maybe...
I am also faced to this issue.
To make a score for the Harp, the Pedal Diagram is necessary.
When will this problem be resolved?
As soon as someone is brave enough to port or rewrite that plugin :-)
The Harp Pedal Diagram plugin incorrectly states that a pedal in the up position indicates a sharp pitch. In reality, when moving a pedal harp's pedals into their up position, the harpist is LOWERING the pitch. Therefore, in the plugin, the terms sharp and flat in the dialog box should be flipped around.

The port to 2.0 is a feature request, the bug you describe got to be for the 1.x version and is a separate issue, please file it separatly.
Or just fix it yourself, by opening the .ui file with a plain text editor and make the change needed to swap those terms.
