What is a "code page" in the special characters box?

Is a "code page " (in the special characters dialog box) similar to the list of characters you get in, say, each individual font section in the Windows character map?

Em and En dashes do not seem to be available in the list of common characters. And the code page numbers can be advanced even when there are no more fonts to display in the system.
