What OS? How do you determine that FluidR3 was not downloaded? What are the steps to reproduce this?
I'm guessing the file downloaded just fine, but you have settings leftover from an older installation in a different folder that causes MuseScore to look for it in the wrong place. In which case, the solution is to simply revert to factory settings as described in the Handbook.
