I am trying to add an octave line to my score and the octave is only effective in one measure. How do I make the octave effective in different measures?

Do you mean the actual 8va line from the Lines palette? You simply need to extend it correctly to cover the entre range of notes you wish it to effect. As with other lines, you need to use Shift+Left/Right to change the actual ending point for the line. Simply stretching with the mosue is meant for small visual adjustments only. For more information, see the section on "Lines" in the Handbook.
