How can I shorten the beginning measure
In the first measure of a 4/4 score,
I have four quarter notes.
How can I delete the first three
and not have the three rests?

To make a measure have fewer beats than the time signature says, you use Actual Duration in Meaure Proprties as explained in the linsk psoted above. When you do this to shortern a measure, it will remove the *last* beats rather than the firsa.t So simply cut the beat you want to keep then paste it back afterwards.
