Yes, you can drag it directly from the master-palette to your userdefinde workspace.

Thanks. That stays for the session (perhaps even that score), but I want permanent, global time sigs.

You need to add the time signature to your palette as described in the Handbook under "Custom palette". I assume you are creating this time signature using the appropriate seciton of the Master Palette window; now just drag it the regular time signature palette after creating a custom workspace as explained in that Handbook section.
