When you turn a measure invisible in the main score you expect the measure to be invisible in the parts as well. It is not. You also cannot turn the measure invisible in the parts.
My first expectation is that the visible flag would be passed to the part, barring this I would expect to be able to change it in the part. Actually you should be able to change it in the part in either case.
This applies to 2.0.3 and 2.1

That's why this issue is still open.
It apparently exists since MuseScore 2, is not new since 3.6
Note, however, that with MuseScore 3, marking individual measures is seldom needed anymore - in particular, to create a cutaway staff, simply use the cutaway option in Staff/Part Properties. If you have other special use of invisible measures, there are generally better ways for that as well (e.g., horizontal frames if the measure was just to provide space). I encourage you to ask for assistance on the Support forum and attach your score if you have further questions.
Is this not "as designed"? Same happens for e.g. text lines and then it is used to have some text lines visible on the parts but invisible on the (conductors) score (text's like "Solo for any Trumpet").
Well, we do normally try to err on the side of allowing differences between score and part if we think that's likely to be desired reasonably often. So yes, one could definitely make that argument.
Apparently in MuseScore 2, though you couldn't make the measure invisible in the part even if you wanted to. At least that was the claim. But it does seem possible in 3.6. So at the very least, it's a completely reasonable workaround, same as exists for any other property that isn't linked. Meaning unless someone has a case where it doesn't work, we can probably close.
