I also have this problem. The info under this link does not seem applicable to my version of musescore. I can enter "time signature properties" but then I am unable to change "actual value". Preferably, I would also like there to be a time signature that looks like 7/4 as well.
Click on the Time Signature palette and you will see "more..." in the bottom right hand corner. If you click on that you will see a new sub-palette with a "Create Time Signature" button. Click that and you will open the "Create Time Signature" dialogue where you can create the time signatures you want.
You should see something like this after you press the "Create Time Signature" button.
You will have to sort how you want the beaming scheme to look using the beam properties panel in the bottom right hand corner.
