Measure spacing
Is there someone out there that could explain how I get the measure 4 into the top line of measures and there by moving everything up one staff?? please see attachment

Your first line contains too many notes, you can change the scale , https://musescore.org/en/handbook/layout-and-formatting#layout-stretchy… can also, use the repeat bar sign (%) cause your 4 bars are the same,https://musescore.org/en/handbook/repeats-and-jumps or you can put 2 bars on first line and 2 and a 2nd, by using a break https://musescore.org/en/handbook/breaks-and-spacers.
Any way, you must use the HANDBOOK

Thanks very much for your reply On both this question and the other question.
I think I am missing something very fundamental. I go into Format Stretch decrease then the top three measures decrease in size allowing measure 4 to automatically pop up to the top line, all good to here. Then when i move on the 4th bar then automatically pops back down to line two. Its like I haven't saved my settings in order to move forward. I think this is similar to whats happening with my Muti measure rest situation on other thread.

Also, if you want four measures on the same system, you should decrease stretch for all of them, not just the three currently hogging the system. Otherwise the unstretched measure will be larger than the rest.
But better than fiddling with stretch is just to reduce overall spacing in Format / Style / Measure, and/or the staff space, so most systems fit the way you want by default. Right not it not really clear why those four measures don't fit, my guess is you've messed with stretch too much already. So I'd actually start by finding whatever problems you might have caused, by resetting all stretch in Format / Stretch. Then see if a style adjustment doesn't give you want you want already.
