Resolved - Reply by Marc was the clue. With Tab there is no actual staff, just the letters TAB. The empty space to the right of the letters (where a staff would be) responds to a right click.
A clarification - staff refers to the set of parallel horizontal lines running across the page. So yes, Tab has a staff. What it doesn’t appear to have is a clef, although technically the word “tab” is a clef.
So anyhow, the point is, right clicking the staff really means anywhere within the staff, but ideally ot on top of clef or an actual note or other element.

I can't reproduce, not in MuseScore 3.5.0 on Windows 7 at least
My guess is you are clicking directly on some particular element of the staff rather than on the staff itself.
