Unable to download MuseScore

Seems a permission problem with some temp directory, maybe lacking admin priviledges?

Yes from that site.
I've spoken to my work administrator, the problem is not on our end unfortunately. I desperately need this software for work.

It is definitly a Windows error and needs to get sorted on your computer

You could try installing from the Microsoft Store rather than downloading.

Which would currently install 3.3.4

A slightly older version but does get updated from time to time.

Quite a bit older unfortunately, skipped 3.4.0, 3.4.1, 3.4.2 and 3.5.0. Hopefully will get updated to 3.5.1

Is this dependent on MuseScore or Microsoft?

Both. MuseScore needs to send it to Microsoft and they need to approve
