To clarify, "swap voices" means to use Tools > Voices > Exchange Voices x-x
So that I could understand. It is not possible to copy one voice and paste it to another. At all. No way. When you copy something, you copy it along with information about which voice is it. It is possible to swap voices however.
Copy — save in buffer — swap in score — paste from buffer (not to new voice, but back where it was).

or copy, swap, paste, which is what I do often when enetring closed score SATB notes
Tried to copy from voice 1 of a staff (piano), to voice 2 of the other staff when voice 2 doesn't even exist (not created yet). Unfortunately this copy > swap voice 1 and 2 > paste method doesn't do anything.

swap first, so you're copying voice 2
then undo the swap
then past the copied voice 2 onto the target staff
