There's no date that's been announced but next summer is what I've heard. This probably means the beta will be out next spring if the 3.0 release cycle is any indication.
I find it promising that I see a lot of code being submitted for version 4 every day. There is a paid staff of many programmers and they are being assigned tasks in specific areas. I believe this will make version 4.0 a better product from day 1 than previous versions but I tend to be optimistic. In any case, testing of the alpha and beta releases will be the most important part of making 4.0 more stable.
It's possible someone will have an answer, but in general, it's way way way too early to be speculating about the specifics of what feature MuseScore 4 may or may not have.

Now I’ve heard the addition of VST’s, will that include mod wheel, pitch bend, and volume wheel compatibility?

Is it free as as it's previous versions?
As it comes with many features, it may be charged?
