A new window opens, but the window is blank and I can't do anything with it besides closing it.

And I can't reproduce, I'm using it often. But I'm on Windows... you're apparently on a Mac, right?
Yes, I'm on Mac. Last time I could use the online save, but that was several months ago and a different version of MuseScore. Now I can reproduce it in 100% cases.
I can try to reinstall the app completely, but if that solves the issue I won't be able to help with debugging the issue. Is there a way I can collect the debug logs and upload them here?
There are no such logs. And rather then a reinstall a reverting MuseScore to factory settings might help (under the Help menu), at least as a first option?
Unfortunately, reverting to factory settings didn't help, I still see the same blank dialog window.
Does reinstall help?
Does installing an older version help and which? (you can get all older versions from https://github.com/musescore/MuseScore/releases)
MuseScore 3.2.3 might work, as there was a change in that dialog staring with MuseScore 3.3 IIRC
I had the version 3.5.0 installed (it was installed by an automatic update few days ago), I deleted it and installed 3.5.0 again from the link above, the problem is now solved for me.
I've also noticed that the release notes for 3.5.0 contain the line "Fixed an issue with appearing of empty dialog during the "Save Online"". I don't know why it was not fixed in my case, but I must have encountered the same issue.
By the way, I see there's version 3.5.1 available both on the website and on GitHub, but if I go to Help -> Check for Update in the app it says "MuseScore 3.5.0.28537 is currently the newest version available.". Is that intended behavior or do I need to open another bug for that?
There will be a 3.5.2 shortly, 3.5.1 has not been setup for autoupdate, so no need for another bug report

Actually I can reproduce, in connection with #310942: Freezes when clicking "Copyright and download settings" in Save Online dialogue, like after having had (provoked) that issue the next attempt brings up an empty dialog
And this leaves behind a 'stray' QtWebEngineProcess, even 2 or more
This in turn is the suspected culprit for the problem described in https://musescore.org/en/node/312192#comment-1035916, which in turn is suspected to lead to #275837: MuseScore crashes during start-up while displaying "Start center"
Another workaround is to kill that/those QtWebEngineProcess via Task Manager
FWIW, I have not seen the empty dialog even though I run into the copyright freeze issue regularly.
It was reproducible for me with a Score where I used unsupported in MuseScore instruments. I used third party score generated not in MuseScore and uses .musicXML format and tries to open it in MuseScore
That's actually exactly what I was doing when I encountered the issue: I tried to upload music xml files exported from another source (Noteflight).
Seems to no longer happen, of can aynone reproduce it now?

I can reproduce it, sorry for continuing this thread. Every time I try to save a MDL-made score online through MuseScore 3.6.2 on Chromebook, it has the empty dialog. If I upload it on MuseScore.com, it'll have no sound. I tried uploading this score online through the MuseScore application, and all I got was the empty dialog, so I worked around through the website. It doesn't have any sound with online playback, though.

But there 3.x issues won't be dealt with either...
