can't see my custom part names in instrument window
Part names, which I can specify in the part properties window, no longer show up in my instrument list in the instruments window in version 3.6.1.
Instead, my instruments window lists the default part names. Am I missing something?

Yes, the ticks/unticks work.
I'd like to see, for example, "Piano GENE" instead of "Piano" here in the instruments list.

Ah, I see now what you mean by parts. And that's not my issue here, I think. In earlier versions, I could right-click on a staff, select "Staff/Part Properties...", and then in the "Staff/Part Properties" window, in the input box called part, change "Tenor" to, oh say, "Tenor 1"; and then when I display the instruments window, I would see "Tenor 1" instead of "Tenor" in the instrument list. I miss that in 3.6.1.

I do not remember the exact version number. And I don't run prior MuseScores simultaneosly; why would I ? :-)

Well, well, well! I take that back; I do indeed have an old MuseScore version 2.2.1, running on another laptop that I had forgotten about. So here is a screen shot of the instruments window, in that version 2.2.1. I see the names in the instrument list (Piano GENE; Tenor 1; Tenor 2) exactly as I specified them in the part name box in the parts properties window. Unfortunately, this no longer works for me.

Here is a score created on 2.2.1. In the instruments window, can see my part names.
But running 3.6.1, the instruments window doesn't show my part names.

Confirmed. Worked with 3.5.2, so a 3.6 regression
Please put it into the issue tracker
