What are sets for?
What are sets intended for? I thought I would be able to group my pieces in various ways with sets, but whenever I try to add a piece to a set it tells me "This set does not contain scores." Well of course it doesn't if it won't let me add them!
I thought perhaps it was because I had classed my pieces as scores. I changed that but still no luck.
What am I doing wrong?

So I'm dumb! I was trying to add to a set by cliking the set name rather than the 'Add' button.

Ok :) So you got it. Sets are indeed a way to gather some of your piece together and give them a custom URL, a title and a discussion. It can be used to gather sheet music for a lesson, for an album, a symphony etc...
To add one of your score to a set, go the score and click on "add to/remove from set".

Well, no, musescore.com and musescore.org are separate sites, FAQs for one don't apply to the other and vice versa In this case it seems the FAQs for musescore.com just got lost. Bring that op over there, like in https://musescore.com/groups/improving-musescore-com/
