Cannot add 5/8 Time signature
I created a custom 5/8 time signature. It was working fine before but now when I try to apply it to any measure it pops up with an error message that says: "Cannot Split Tuplet".
There are no notes in any of the instruments for the particular measure I am trying to add the 5/8 time signature to.

Using local time signatures?

I do have parts generated. I checked with a blank new score and it was doing the same thing. Here is the score, measure in question is measure 82. I'm not sure what "local time signatures" are/is.

Ok I figured it out. It was affecting the music AFTER the specific measure.

Indeed, time signatures affect all measures from that point forward, until the end of piece or another time signature change.
