Moving a note
I would like to create a 1 staff, 1 system score with a only the bottom number of the time signature showing. However, the only means I know to do it creates an extra measure at the beginning of the staff that I cannot use.
Is it possible to do this?

Not sure what method you were thinking of, but it should work to simply select the time signature, click Time Signature Properties in the inspector, and set the text to be whatever you want (use the top box). This centers it, but if you prefer it to be displayed on the bottom, adjust the offset in the Inspector.
But, I don't see what this has to do with moving notes, so maybe I'm misunderstanding something? best to attach the score and explain what you want in more detail.

I am teaching a rhythm system by Newell. This involves a whole-note based system where the denominator of the time signature can be literally any number. Any number. To use this, I must be able to delete or hide the default time signature. After doing this, I create my denominator-only TS and place it in the staff.
Now come the issue: When I hide or delete the default time signature, the default position of any note that want to place is at the beginning of measure 1, directly behind the TS that I created. I need to know how to change the location of the first note I create so that it is, in effect, indented from the start of the staff to allow room for my created TS.

I'm still not understanding why you are hiding the time signature rather than doing what I suggested - the time signature dialog allows you to enter any number, no hiding of anything involved.
If you attach your actual score rather than just a picture, but also show a picture of the result you are trying to achieve, we can understand and assist better.

Does it allow me to make the top number empty as in my example? I don't want 4/3, 1/12, 0/4. I need it to show BLANK/4, where blank = absolutely nothing but staff lines. I think I figured it out.
Rather than
I had to go into global properties, allow myself to move items where I want them and then I could set the first whole note to the place in the measure where I wanted it.

Yes, exactly as I suggested - use the top box. And then set the vertical offset to make it appear on the bottom rather than centered. Works flawlessly as far as I can tell, in just seconds, without any additional workarounds.
