When you say "Style" tab, I guess you mean a menu, not tab as in tablature? The Style menu was in older versions of MuseScore, now it's Format. Be sure to be looking at the current version of the handbook - eg, using the Support link above on this page, or via Help / Online Handbook from within MuseScore.
The space between the title frame and first system is controlled by the "bottom gap" of the frame itself. So select the frame and reduce that value in the Inspector (reopen it view the Via menu if you closed it previously).

Still struggling. By select the frame to you me click on the title block itself. When I do that, I don't see anything labeled "bottom gap"

The actual frame itself, using the mouse you can click on the frame border to select it.
You can also select the title (easier target) and then use the previous element navigation command (default shortcut: Alt+←)

That helped in terms of seeing the frame references; however, when I decreased the bottom gap, the large space between the title info and first staff didn't change.

Exactly as I guessed. The "What's New" and other texts were not added correctly - unfortunately that's kind of a known limitation of using MusicXML, it doesn't know how to handle all the different types of text that exist. You'll need to delete those then add them correctly - eg, via Add / Text.

Are you referring strictly to the title info or all text in the MuseScore file? I added the chords and lyrics by clicking on a note; then via “text—Add—Chords or lyrics” My next thought is why have the “File-Score Properties “ feature if it creates this issue? I will erase the Score Properties info and re-enter using the text-add route. I sincerely appreciate the help; just a bit puzzled at the existence and function of the “score properties “ feature. I did the same on another song and it did not have the same effect; hence, my reason for using it “What’s New”. Thanks very much for your input. I appreciate you time. I'm retired and working on a jazz improv course at the community college. I'm on a vertical learning curve with music programs.

I’m talking about the big text elements at the top of the score - the information about the title, composer, lyricist, and style. Those belong within the text frame but instead they got imported as staff text for whatever reason. You can’t convert from one form to another; you need to re-enter those.
Typically those are the main things that go wrong in MusicXML import - those “global”
texts not meant to be attached to individual notes, because MusicXML doesn’t have a great way of representing that. Other element types should mostly come through OK, and no issues with what you enter yourself.

As mentioned, we really need the actual score in order to see what is going on. But, my guess based on the MusicXML file you attached is that you tried moving the fake title etc that show as staff text within that file into the frame, and that won't really work correctly - the text is still attached to the score itself.

The title, composer, etc was put in using (File--Score properties). I sent a follow-up mscz file. I'll place it here again
When I click on the Title, the inspector shows three fields: Element, Text, and Staff Text. I don't see a "bottom gap" as referenced in some help responses.
